“Mozambique First”: President Chapo Formalises Political Commitment for an Inclusive National Dialogue

Maputo, 5 March 2025 – The President of the Republic of Mozambique, His Excellency Daniel Francisco Chapo, has formally ratified a historic political accord, establishing a Political Commitment for an Inclusive National Dialogue. The ceremony, held at the Joaquim Chissano International Conference Centre, convened political party leaders, government officials, diplomats, civil society representatives, and international dignitaries.
“Today, we bear witness to an unprecedented moment in our recent history. For the first time, the leaders of nine political formations with representation at national, provincial, and municipal levels are signing a commitment to a more participatory, inclusive, transparent, and predictable state,” President Chapo declared.
Building an Inclusive Mozambique
The signed accord institutionalises a permanent dialogue platform, engaging not only the signatory parties but also the broader Mozambican society, including academics, religious leaders, youth representatives, and grassroots organisations.
“The dialogue we initiate today is not confined to political parties. It belongs to every Mozambican, irrespective of their political affiliation, ethnicity, or religious beliefs,” the Head of State underscored, highlighting that national reconciliation and lasting peace are indispensable prerequisites for sustainable development.
A New Paradigm in Governance
The commitment outlines comprehensive structural reforms, categorised under two principal dimensions:
- Constitutional Review, encompassing state reform, judicial system restructuring, and electoral process enhancement.
- Governance Optimisation, focusing on fiscal reforms, public administration modernisation, natural resource management, gender equity, and economic inclusion.
The proposed framework will be submitted to Parliament under an expedited process, followed by implementation through technical commissions and dedicated working groups.
Transcending Partisan Divisions
The signing of this agreement follows months of extensive negotiations, initiated under the leadership of former President Filipe Nyusi after the 2024 general elections. Initially structured as a cross-party engagement, the process included political formations with legislative representation across different levels of governance.
“The reason we have reached this milestone lies in the unwavering political will to take bold and innovative decisions, prioritising Mozambique over individual or factional interests. This is the time to transcend our differences and place the Mozambican people at the forefront,” President Chapo emphasised.
A Call for National Responsibility
In his address, the President cautioned against institutional inefficiencies and governance malpractices, calling for greater transparency and adherence to ethical standards in public administration.
“We cannot afford to turn a blind eye. If we aspire to build a prosperous Mozambique, we must distance ourselves from sycophants, arrogance, and corruption. This commitment is to the people, not to individual privileges,” he stated emphatically.
The accord also provides for the granting of clemency to specific individuals convicted in connection with violent protests linked to the 2024 electoral process, marking a gesture of national reconciliation.
A New Era for Mozambique
The political commitment is designed to cement peace, stability, and sustainable development, with President Chapo reaffirming that the success of this inclusive dialogue hinges on the engagement of all Mozambicans.
“Today, there are no victors or vanquished. There is only a united Mozambique. Our beloved Homeland and our People will always be the raison d’être of our existence and action,” he concluded.
With the ratification of this accord, Mozambique embarks on a decisive path towards a more inclusive and democratic future, reinforcing its status as a beacon of stability and progress in Southern Africa.
