Langa observou que, apesar de alguns avanços na participação das empresas moçambicanas na indústria de Petróleo e Gás, o processo não é instantâneo. Certificações de competência e qualidade são necessárias, reflectindo os altos padrões exigidos por essa indústria específica. Além disso, ele apontou a falta de uma política clara por parte das empresas multinacionais e do governo para incentivar a contratação de empresas e produtores locais.
